New Highway Legislation Benefits RV Transporters

The recently enacted Fixing America’s Surface Transportation (FAST) Act included RVIA-backed language that benefits the commercial transport of RVs.

The new legislation allows RV transporters the ability to continue with traditional paper logs or to utilize an electronic logging device (ELD) to document driving hours of service. Prior to the adoption of an amendment in October authored by Rep. Bob Gibbs (R-OH) and Rep. Dina Titus (D-NV), who is also a co-chair of the House RV Caucus. The legislation would have required RV transporters to install and use ELDs only.

RVIA argued that the new ELD requirements were not practical for driveaway or towaway operators who are moving an RV trailer or driving a motorhome in a one-time, one-way delivery.

"RV trailers and motorhomes are transported in a one-way delivery where the installation of an ELD just doesn't make sense. The ELD provisions are focused on commercial trucking, not single trip RV delivery," said Jay Landers, RVIA’s senior director of government affairs. "We are pleased Congress recognized the unique nature of RV shipments across the country and will allow the continued use of paper logs.”

The FAST Act provides $305 billion over the next five years to improve the nation’s transportation infrastructure.
