President Trump Executive Order Imposes Stricter Requirements on Importers

On June 3, 2026, President Trump issued an Executive Order aimed at strengthening U.S. customs enforcement by imposing stricter requirements on all importers of record.

The Order directs the Department of Homeland Security (DHS) and U.S. Customs and Border Protection (CBP) to strengthen requirements for importers of record. 

Key provisions include:

  • Requiring importers to maintain higher customs bonds and/or a minimum level of assets in the United States. 
  • Imposing additional requirements on foreign importers using the formal entry process. 
  • Limiting the use of informal entry procedures to U.S.-based importers. 
  • Requiring all importers to remain in “good standing” to conduct import activities. 
  • Expanding screening and verification procedures for individuals and companies involved in importing goods into the United States.
