Trump Administration Issues Statement On U.S. Trade Deals and Frameworks With Southeast Asian Countries

On Sunday, October 26, the White House announced trade agreements with Malaysia and Cambodia, and agreement frameworks with Vietnam and Thailand. The official announcement can be accessed here, along with Joint Statements, Fact Sheets, and the text of the agreements.

Malaysia and Cambodia

• The reciprocal tariff rate for Malaysia and Cambodia remains capped at 19%, with exceptions for the duty exemptions outlined in Annex I, “Schedule 2.”
• The Cambodian agreement provides a link to the “Schedule 2” exemptions, which are defined by both tariff classifications and narrative descriptions, and in some cases, include specific scope limitations. The Malaysian agreement also links to “Schedule 2” exemptions here.
• Additionally, products identified in Annex III to Executive Order 14346, Potential Tariff Adjustments for Aligned Partners (PTAAP), page 38, will receive a zero percent reciprocal tariff rate.

Vietnam and Thailand

• For Vietnam and Thailand, the reciprocal tariff rates will remain at 20% (Vietnam) and 19% (Thailand). The Administration will later determine which products listed in the Potential Tariff Adjustments for Aligned Partners will qualify for a zero percent reciprocal tariff rate.
• The specific products eligible for the zero percent rate have not yet been identified.
• Both frameworks include commitments to work together to address non-tariff barriers affecting bilateral trade.
• “In the coming weeks,” the countries will work to finalize their agreements, prepare them for signature, and undertake any formalities necessary before the agreements enter into force.

Additional Updates

• It has also been reported that the Trump Administration reached a framework agreement with China; however, as of the time of this alert, no official documents have been released.
