Minnesota Adopts Final Rules For PFAS Reporting And Fees
On December 8, 2025, the Minnesota Pollution Control Agency (MPCA) adopted the final rules for “PFAS in Products: Reporting and Fees,” concluding the rulemaking process implementing the reporting and fee requirements under Amara’s Law (Minn. Stat. § 116.943).
Under this rule, manufacturers (or importers/brand owners/distributors) of products containing intentionally added PFAS that are sold or distributed in Minnesota must submit a detailed report that includes a product description, PFAS substances and their purpose/function in the product or component, PFAS concentration or amount (or a concentration range), manufacturer contact information, and other required details specified in the rule. The final rule also establishes a one-time flat fee (per manufacturer) for implementation of the reporting system.
Due to extensive outreach by the RV Industry Association and coalition partners, the final rule adds additional flexibility compared to the statutory baseline. For example, manufacturers may report “groups” of similar products rather than each product individually, PFAS concentrations may be reported as ranges rather than exact amounts, and there are mechanisms for waivers, extensions, and trade-secret protection where appropriate.
The Minnesota Pollution Control Agency is launching a digital reporting platform called PRISM (PFAS Reporting and Information System for Manufacturers). A soft launch is slated to start in mid-December 2025, with a full launch expected in mid-January 2026.
Timeline Going Forward
The rule becomes effective January 1, 2026, and the deadline to submit reports is July 1, 2026 (Note: this deadline was extended by six months from the original January 1, 2026 date).
The RV Industry Association is currently conducting an in-depth assessment of the final rule and will provide a more detailed analysis of the impacts on the RV industry and keep members up-to-date on any future developments.
