White House Announces Import Ban on Canadian Products and Modifications to Section 338 Tariff Scope

On September 8, 2026, President Trump announced additional trade actions affecting imports from Canada, including new import restrictions and changes to the products subject to the additional 50% Section 338 tariff.

Section 338 Tariff Scope Changes

Effective 12:01 a.m. EST on September 15, 2026, the scope of products subject to the additional 50% Section 338 tariff was modified. The 50% Section 338 tariff will continue to stack on top of Section 232 tariffs and will apply regardless of USMCA qualification. While RVs are not captured, certain components are subject to the Section 338 tariffs.

Motor Vehicles – Annex I

Added:

  • Paper and paperboard
  • Aluminum and metal products
  • Furniture

Removed:

  • Fishing rods and parts
  • Salt
  • Portland cement
  • Toilet paper and tissues
  • Refined lead
  • Switchgear assemblies

Alcoholic Beverages – Annex I

Added:

  • Various cheeses
  • Upholstery leather
  • Motorboats

Removed:

  • Whiskies, liqueurs, and cordials in containers over 4 liters

Import Ban

Beginning 12:01 a.m. EST on September 29, 2026, certain Canadian-origin products will be banned from importation into the United States. Products covered by the import ban that entered the United States before September 29 but have not yet been entered for consumption will remain subject to the 50% Section 338 tariff.

The products subject to the import ban include:

  • Motor Vehicles: Motorcycles and cycles with an engine cylinder capacity over 800cc.
  • Alcoholic Beverages: Beer, wine, sparkling wine, and certain spirits, including brandy, bourbon, gin, whiskey, vodka, and liqueurs. For certain products, the ban applies only to items packaged for direct-to-consumer consumption.
  • Dairy: Whey protein concentrates and other forms of whey, as well as various forms of molasses.
