White House Modifies Scope of Products Subject to Section 338 Canada Tariffs
On October 23, 2026, the White House issued a Proclamation further modifying the scope of Canadian products subject to an additional 50% Section 338 Canada tariffs, effective 12:01 AM ET on October 30, 2026. These duties will continue to stack on top of applicable Section 232 tariffs and apply to all goods regardless of a product’s USMCA eligibility. 22 HTS codes were removed from the action’s scope, and 100 HTS codes were added.
Certain flooring and textile floor coverings, sealants and coatings, wood panels and joinery, and air conditioning units were added to the tariff scope, along with some additional outdoor recreation and personal care items.
Certain thin hardwood plywood and packaging were removed from the scope, along with industrial machinery.
A spreadsheet file of all affected HTS codes can be found here. Members are encouraged to review the list for affected Canadian products.
