Latest Section 232 Measures To Modify Steel, Aluminum, Copper Tariffs

On Thursday, April 2, 2026, President Trump signed a Proclamation modifying Section 232 measures on steel, aluminum, and copper tariffs, effective 12:01 AM ET on Monday, April 6, 2026. The Proclamation seeks to ensure the tariffs reflect the full value of imported steel, aluminum, and copper products and simplify the tariffs on derivative products—subjecting them to a lower, but flat, tariff (rather than a tariff based on the steel/aluminum content). This Proclamation follows a June 2025 action in which Section 232 tariffs on steel and aluminum were increased to 50%.

Key Updates from the Presidential Proclamation: 

  • Articles made entirely or almost entirely of aluminum, steel, or copper will pay a flat 50% on their full value — for example, steel coils and aluminum sheet.

  • Derivative articles substantially made of steel, aluminum, or copper will pay a flat 25% on their full value.

  • Certain metal-intensive industrial equipment and electrical grid equipment will pay 15% through 2027, to accelerate the massive industrial base buildout currently underway across the United States.

  • Products made abroad but entirely with American steel, aluminum, and copper will be subject to lower tariffs of 10%.

  • Products made of 15% or less steel, aluminum, or copper will no longer be subject to Section 232 metals tariffs.

Tariff Changes and Annex Explanations: 

Annex I-A (mostly metal products):

  • Normal tariff: 50% 

  • If made with at least 95% UK metal: 25% 

  • If made with at least 95% U.S. metal: 10% 

Annex I-B (partly metal products):

  • Normal tariff: 25% 

  • If made with at least 95% UK metal: 15% 

  • If made with at least 95% U.S. metal: 10% 

Annex II:

  • Products previously subject to Section 232 Steel, Aluminum, and/or Copper actions that have been removed from coverage and will no longer be subject to Section 232 tariffs starting April 6.  

Annex III (metal-intensive equipment):

  • Lower tariffs until December 31, 2027

  • Then switch to 25% tariff (like Annex I-B) on January 1, 2028 

  • Rates depend on: 

    • How much U.S. metal is used 

    • Where the product comes from
