President Trump Again Modifies Section 232 Tariffs on Steel, Aluminum, Copper

On Monday, June 1, 2026, President Trump signed a Proclamation modifying Section 232 measures on steel, aluminum, and copper tariffs, effective 12:01 AM ET on Monday, June 8, 2026. 

Key Updates from the Presidential Proclamation: 

Starting June 8, 2026, certain agricultural equipment, mobile industrial equipment, machinery, heating, ventilation, and air conditioning equipment listed in Annex 1-C will become subject to new changes. 

  • The current 25% Section 232 tariff would be temporarily reduced to 15% through December 31, 2027. 
  • Products imported from certain countries—including Argentina, Ecuador, El Salvador, Guatemala, Japan, South Korea, Liechtenstein, Switzerland, Taiwan, the United Kingdom, and European Union countries—would be subject to a total tariff rate of 15%, including any standard import duties. 
  • Aluminum products that are entirely cast and smelted in the United States, and steel products that are entirely melted and poured in the United States, would be subject to a lower 10% tariff. 
  • For products that qualify under the U.S.-Mexico-Canada Agreement (USMCA), the 25% Section 232 tariff would apply only to the non-U.S. portion of the product. However, a minimum 15% Section 232 tariff would still be required. 
  • Certain steel and aluminum products, including steel racks and aluminum lithographic plates, would be added to the list of metal derivative products subject to a 25% tariff on their full value. 
  • Of importance, the Proclamation would also make it easier for products to qualify for the lower 10% tariff. A product would only need to contain at least 85% U.S.-made steel, aluminum, or copper (down from the current 95% requirement) to be considered "entirely" made of U.S. materials.
