RV Industry Association Joins Industry Partners Requesting Extension For PFAS Reporting

On Friday, January 16th, 2026, the RV Industry Association joined a group of manufacturing associations by sending a letter to the Commissioner of the Minnesota Pollution Control Agency (MPCA) requesting a one-year extension of the PFAS reporting deadline, currently set for July 1, 2026. The RV Industry Association was joined by more than two dozen organizations including the Alliance for Automotive Innovation, the Complex Products Manufacturers Coalition, the National Association of Manufacturers, as well as the Minnesota Chamber of Commerce and the Minnesota Retailers Association.  

On Thursday, January 1, 2026, the Minnesota PFAS Reporting Rule became effective, starting the compliance clock for manufacturers to report to the Minnesota Pollution Control Agency detailed chemical composition data on intentionally added PFAS in products sold in the state. For manufacturers of complex products such as RVs, reporting could include potentially thousands of individual components from seating and rugs to internal items such as seals, gaskets, and O-rings. 

In mid-December, the MPCA initiated a soft launch of the PRISM reporting system, providing limited access to a select number of testers to make sure the system was ready for full access. However, soft launch participants found numerous errors, system problems, and inconsistencies with regulatory requirements. As a result, the PRISM platform has yet to be fully released, leaving manufacturers unable to comply and prepare. In the letter, our group says: 

“Overall, we are concerned that the soft launch period was rushed, is insufficient, and exposes regulated entities to a heightened enforcement risk directly as a result of the problems with the reporting system. The PRISM reporting system is not ready to support the intake of our reports.”

The RV Industry Association continues to engage with local officials to ensure that members can sell RVs in the state while maintaining compliance with these new MPCA requirements. In November, the RV Industry Association met at Winnebago Industries’ headquarters in Eden Prairie, MN, with members of the Minnesota Pollution Control Agency to share our concerns with the reporting program, including the level of detail required and the due diligence standard for collecting and reporting PFAS data.

In summarizing, the industry letter states: 

“We respectfully request that the MPCA postpone the PFAS reporting period and implementation of the PRISM tool. Additional time is necessary for the reporting system, guidance, and expectations to better align with real-world product information and supply chains. We welcome the continuation of testing the system where multiple manufacturers can actively engage with the system and provide meaningful feedback to the MPCA and the PRISM developers with enough time to address needed fixes prior to implementation.”
