AMENDMENT PROPOSED

Add a "Reliability Indicator" field to BROKER_PERFORMANCE_STATUS.  Byte 7, Bits 0..2.  
0-5 = Reliability per WRV-C Section 2.5.

This allows UI devices to display a consistent icon indicating the reliability of the connection.
