2.4 Device compatibility profile for power requirement

There is a current revision being made by contributors for chapter 2. This submission will be used for reference when those are ready to be posted to Official Business.

Attached is language to support the device compatibility profile for power requirements. A new section is being proposed as this content is not part of Section 2.3.
