Physical Layer new section 2.4 Device Power and Brown out Profiles

There is a current revision being made by contributors for chapter 2. This submission will be used for reference when those are ready to be posted to Official Business.

David Bailey proposes adding a section under the 2 Physical Layer regarding Device Power and Brown Out Profiles. It is proposed to be added as Section 2.4

I'm afraid that there is a problem here. Some of these tests outline requirements that are not in the actual protocol. Before these tests can be approved, corresponding edits should be made in Section 2.3.
