6.13.12 Level System Controller New SPNs

Justification:
Existing SPN's do not adequately cover the case of electrically actuated solenoid valves controlling the motion of leveling jacks in conjunction with a centralized pump. I propose adding additional SPN’s to cover problems that may occur whether a single valve is used for both extend and retract of a jack, or separate valves are used for extend and retract. I am also propose adding SPN’s for the contactor(s) that actuate the hydraulic pump motor.
