6.13.3 Leveling Control Command-revised

Justification: It appears that during formatting between Nov-2020 and Apr-2021, information relating to biax operation was removed. I could not find any amendment requests during that time period. This amendment restores the removed information and moves the position definitions from the Name to the Value Definition for Clarity. The Names have been numbered to maintain unique names. Also, the first field of Byte 2 was misnumbered.
