6.19.23 Inverter Temperature Status Addition

Justification:
SPNs have already been defined for a number of internal inverter temperatures. To date, though, only two temperatures have been defined within DGNs. For the others, RV-C currently lets the inverter report that a temperature is too high (or a sensor has failed), but not what the temperature currently is. This submission rectifies that omission.
