6.2.5 Device Synchronization Update

JUSTIFICATION:
Manufacturer Code is an 11-bit number. Bytes 0-1 is ambiguous as to how they should be aligned in the 16-bit field. Propose to clarify the alignment of these bits and remove the verbiage “and implemented in ADDRESS_CLAIMED” as this is not strictly true as far as byte position and bit alignment are concerned.
