6.27_DC_Motor_Control Update

Justification:
The following submission proposes using byte 7 of DC_MOTOR_CONTROL_STATUS (1FEE0) and DC_MOTOR_CONTROL_COMMAND (1FEE1) for a “Short Duration” field. This is to allow smaller command duration increments than the 1 second minimum currently allowed.
