Amend Table 6.34.6b - GPS Time Status

Justification:
As written, the original text has one unambiguous error – Byte 0-3 is four bytes, not three. The encoding is ambiguous whether the value is encoded little-endian or not (i.e. whether the first physical byte is the Day or the Year).
