Amend Table 6.49.15b - Battery Summary

Justification:
The original text violates the general RV-C rule that, for uint2 values, '3' means 'No Data” and '2' means 'Error'. This violation makes it impossible for a device to use this DGN to send (for example) only the Cell Balancing flag without voltage and/or temperature status.
Adding “extreme” values brings the DGN in line with certain similar DGNs, such as TIRE_STATUS. Given the availability of the extra bits and the possible importance of the distinction, it seems appropriate.
The change to the Cell Balancing text removes the ambiguity of the current text by explicitly defining the possible values.
