Default Source Addresses (DSA) 7.2 Breaker Panel

Clayton Lorenz of Spyder Control Corp proposes to add Breaker Panel a a product to table 7.2 see attached.

This is to support solid state breaker panels which can report their operating status over the RV-C network and receive commands to enable or reset breakers.
