New Chassis Status DGN, plus addition to CHASSIS MOBILITY STATUS

Martin Perlot of SilverLeaf Electronics submits two changes.

- A Chassis Mobility Status 2 DGN, encapsulating the Steering Wheel Angle and the status of the Headlights.

- An addition to the Chassis Mobility Status DGN, adding the status of the blinkers.

These status items are useful for determining what video images are most relevant to the driver, for implementing various driver aids, and to inform devices whether they should be in a "night" or "day" mode.
