New DGN, DSA Assignments

In the process of updating the specification, several new data groups were assigned DGNs, and several devices were assigned DSAs.

New DGNs:

1FED3 GPS_STATUS
1FED2 MFG_SPECIFIC_CLAIM_REQUEST

New DSAs:

131 DC Load, DC Dimmer
132 DC Input, Keypad
133 Tire Monitor
134 Window Shade Control
135 Door, Window Control
136 GPS
137 AC Load
138 DC Motor Controller

There were conflicting assignments in earlier versions of the documents, forcing some of these items to change DSAs.
