New DGNs - Vehicle Environment

Martin Perlot of SilverLeaf Electronics submits the following:

VEHICLE_ENVIRONMENT_COMMAND

Justification:

At the moment, the CHASSIS_MOBILITY_STATUS message provides important safety data, such as whether the park brake is engaged or the vehicle is in motion. However, no means is provided for communicating such things as whether it is safe for combustion devices to operate or whether the RV is stored in a heated location. This type of data is increasingly important for safety and intelligent operation.
